Just go for it! You can draw, and youve got a program, so make a lil' animation, put the images into a gif maker online or on an editing/video program, and itll be all done! c: (make sure to keep it simple since its gotta be a small file for an icon)

Ah, im sorry about that! GIMP is free, but if your laptop cant handle it then im not sure if there are many GIF programs that it COULD handle ;v; good luck!
