i have had paint tool before its just my tablet did this weird thing and now its like a mouse where you have to move the pen across the tablet multiple times to get to like the corner of the screen >.< idk how to fix it but my dad will try later

ah I know what that is!! it's happened to me before, generally all i do is unplug my tablet and then put it back in. if that doesn't work then reinstall your tablet driver from wacom's driver downloads area of their site (because ive heard you had a bamboo splash or something in one of your descriptions??)
cell shading is that really sharp shading you generally see in animes, generally simplistic. like grell's face in your icon, the skin is cell-shaded. soft cell shading is like a mix of cell shading and soft shading (shading that's more or less completely blurred, giving a softer look)
