She's not related to Peach. She has her own back story which is featured in Super Mario Galaxy 1. ^^

I've posted a few episodes of "The Mean Plumber And The Sweet Princess"[link] To show people to watch it if they get the chance, for those who do not know what this comic is, it a story of how Waluigi and Rosalina first met each other and how they first fell in love. Obviosely its a WaluigixRosalina tribute story, so if you don't like this couple then stop reading this.
