Like it was announced before, there's a huge dance event coming up.
Every year, all 16-18 year old's from all villages are gathered together once a month to take dance classes. Then in summer on one evening there will be a huge event, where the young adults have to present their dance skills in front of their friends and families for the first time. This year the event will take place in Konoha, so all members from the other villages are invited to Konoha for this special events.
The reason why the age span is between 16 and 18 is because some members were for example on a very very important mission, which is why they couldn't take part. It must be a really good an special reason though, if one can not take part.
