Hm, well, if you go to a fabric store, they should have patterns. If they have one for a cape that is similar to their capes, you can use that and then alter the shape of it to make it accurate :3 But if they have no patterns, you can probably find some online or a tutorial for their capes!
As for fabric choice, I'd use one that is somewhat thick, matte finish (so no sparkles or shine lol), something that sounds cool when the wind blows, so it goes 'whoosh' xDDD
And then for the tattered ends, you could cut the bottom to make it look jagged and worn, and then burn it (as long as youre safe) hehe.
