It's hosted on the MSPA forums, so you basically just read it like any other thread. Except you don't have to pay attention to the suggestions. (I recommend this if you want to read through the comic quickly.)
If you're still having trouble, there's a mirror site over here. -> [link]
However, it's not up to date. So at a certain point it stops and you'll have to switch to reading the thread.
