Yes because when You made them you made them small and then You just resized them from small to big and so quality went down - I kinda ment that You should have done them initially in the bigger format

Well you can start by editing flags from Wikipedia   they are of good size or if you use any graphic program when you create new project set the dimensions to 1920x1080 and you should be fine
