its much easier to draw in illustrator n u can easily combine parts that move together

foe example : if its a bird : u can divide it into just 3 parts : body , wing 1 and wing 2

its so easy and looks so much better

just create something and save it as .ai file

and then go to flash and click import - choose your illustrator file (.ai)

and then the vector will come to ur flash and then u can animate it easily
