Oh, that part? Haha it's just a semi-transparent png X) I took the pattern from the rest of my profile and turned it greyscale, then used the luminance to transparency option in sai to make it black and transparent.
To give it that scroll effect, it's a coding property set to "background-attachment: fixed"

And the part without the pattern is just a RGBA format bacckground color coding: "background-color:rgba(0,0,0,0.3)"

It's a combination of scrolling and a normal black custom box. For whatever reason, the scrolling code makes the custom boxes inside wide XD

There used to be a version of the code which would make the boxes wide without scrolling, but it's dead now.
My exact coding looks something like this:
