You can keep submitting your rounds even after the finalists have been chosen. If you do want to be eligible for finalist selection, you need to be caught up and at Yellow rank or higher by the time we start the selection.

You can indeed, although I will just let you know that for Trainer Side, at this later stage of the story, participation will very likely be story only for you, as opposed to aiming for a contest placing, due to the top 6 be chosen at the end of the current round. 
Student and Ranger sides however, have no such time restrictions, so you're more than welcome to join them if Trainer's got a little too much pressure.

You can use another imaging program capable of handling .psd files. Paint Tool SAI for example, though it doesn't have a text tool.
