Not exactly, it is a free app but there is flipnote gallery work and its 0.99$ per month.

Cool. I have to be careful though. I'm not allowed to have a hatena,a deviantart, a youtube, or anything on the internet. I always have to put me in a place where other people know me, and the people who have known me don't know me. Yes it's hard and confusing, but I manage it. I even have my own website.
