It doesn't really mean anything in particular. A long long time ago I was making an account on Neopets and had 2 dogs at that time so I wanted to use "Dogsrule" but that was taken and so I tried it with "12" and then "23" and they were taken. So then I switched it around and made it "Dogrules" which was taken. I then used the same process and "Dogrules23" worked so that's what I kept and it's been in use since.
