I apologize if I have violated dA's submission policy, but I had always imagined that anime screenshots/manga pages fall under "fair use", as all anime/manga stamps that I have seen have used copyrighted content.
Can you please get someone to confirm whether I am infringing on a copyright? If I get confirmation, I will remove all of them immediately.

You don't need someone to confirm you're infringing copyright. The Copyright Policy is almost in every page here in deviantArt available for everyone to read.
I'll have to highlight to you under What is Copyright Infringement: "Modifying or editing a creative work without proper permission." Basically, you're cropping and editing official anime artwork, manga pages and screenshots without a written and/or expressed permission from the author/animation company.
You also violate the Submission Policy under section 7.b, 7.c, 7.d, and section 12. You do not own the images you've altered and uploaded in your gallery. By submitting a deviation to deviantArt, you instantly claim that every part in your work is done through your own effort. Unfortunately, the images you've used aren't yours.
