I think you can report him, because I reported someone before and didnt need proof they just look into the account and delete it, and I did once reported a person who stole naruto art and told them I felt my art wasnt safe around this site if this keep happening and the next day they deleted his account and told me. so go right ahead they will delete it

It does seem like he's an art thief. I'm not sure if reporting will do much good without evidence, though. Usually, dA doesn't do a thing unless you have a link to the original source of the art.
