I've proposed the following characters on the Complete Monster thread and they were keepers:

Strider: Vice-Director Matic

Heavy Object:
This nameless Alaskan Base Commander, who was the first major enemy our protagonists faced, and obviously one of the nastiest.
The anime version of Councilor Flide.(His light novel counterpart was nothing special)

Lost Isle(A Zelda fangame made in Zelda Classic): Morlach(One of the logs suggested that he was once human, also he had enough of a personality, so agency isn't really an issue.)
