Adobe Photoshop, Corel Painter or GIMP are three really good programs for digital painting! Also, having a graphics tablet really helps.
If you visit my favourites folder [link] I have a lot of really helpful digital painting tutorials fav'd in there!

Depends on how you define cheap ;) (Wink) I have a "Wacom Bamboo Fun" and I got it for $180 off eBay, the better quality ones can be over $1000! Since you're starting out I would go with a cheap one first but you have to make sure it's suitable for art as there are tablets that are really only to be used as a mouse. Have a read on google :) (Smile)
