*Erik the Slayer is not part of the eligible for Marriage NPC (vanilla-wise).

So, yes, you have to use console codes to marry him.

You must face him, press the β€˜~’ key to open the console window, then select him by mouse-clicking on him, there should be numbers appeared around the center of your view. β€œ000656E2” (his reference ID number).

Then input the following codes:
addfac 19809 1 (may also - setrelationshiprank player 4)
press enter
close the console

Now he should be eligible. The β€œinterest” dialogue option should be available when you talk to him again.*
