I have a question; Over in Hong Kong, is it required to have both an English and Chinese name? (Or is it Cantonese...?)

Hi.
Legally, It is fine for people born in HK or residence only having a English name becase the law is base on English. As I know, people from other countries just keep their name in their language only if it can be wrote in English alphabet.
Chinese born in Hong Kong almost have an English name indicates the pronunciation of our Chinese name. Such as the English name of ้ณๅคงๆ is "Chan, Tai Man". ("Chan" is family name) This is the pronunciation in Cantonese. Some Hong Kong Chinese's ID-card shows Mandarin pronunciation because they or their parents are not born in HK/don't speak Cantonese.
Also, some Hong Kong Chinese parent would like to give a English or other foreign language like French/Spanish name to their kids like "Chan, Tai Man Louis" or just "Louis Chan". It is not a must for having a Cantonese pronunciation name even you have a Cantonese name legally. In this case, ID-card or passport shows "้ณๅคงๆ, Louis Chan" or just "Louis Chan" without Chinese words.
I have a classmate when I'm in secondary (not a international achool) whoes English name doesn't indicates his Cantonese name pronunciation. When I saw his English full name and didn't know his Chinese name, I thought he is a foreigner and doesn't speak Cantonese. He is mixed-blood and do speak Cantonese but his father don't.
