To be honest I have never had the best luck designing a tattoo for someone through email. Without having you there physically there is to much back and forth and the process drags on forever. For me to do this we either have to try this as a pure commission sketch were you get what i draw and there are no revisions or I charge my normal freelance rate of $50 an hour in which your design would probably cost you $250+
