In order to use Journal Skins you have to have Premium Membership. No matter how many times it is used.

As long as I have been on deviantart to my knowledge journal skins have been a premium membership deal. It might have been a non premium awhile ago or just recently but I don't know. I will have to ask my friends to see about it.

It shows that it is up there on your journal. It looks like that it doesn't show all of it unless you write a good amount.
