There is a portable version of photoshop cs3 and as far as I know it's completely free because it doesn't have the full specs that it would had you installed it on your computer. [link] So now you can have photoshop. One thing I would advise about using this one is that it tends to crash so save often! But the up side is that you'll have it for practice. I think that's the link that one of my friends got it, if it isn't then just google 'photoshop cs3 portable download free' or something to that extent. ^_^
Brushes can be found anywhere really just google 'free photoshop brushes' but beware there are people that offer free brushes but they require you to credit them if you use their brushes in anything that you make.
[link] This is a pretty good site to get a lot of things, brushes, patterns, and textures. ^_^
Here at deviantart is also a good place to get some. Just search for photoshop brushes. ^_^
The good thing about photoshop is that no matter what version you have the brushes should be compatible. XD
