Before I got Photoshop, I used to use a free downloadable art program called "GIMP". Personally, I would consider it as definitely being a step better than Paint, but you probably don't have as access to as many options as Photoshop allows you to.
I don't know if that helps, but regardless, I wish you well on your artistic ventures.
