It's bad enough he's still doing this, but now he's upsetting you and I'm sure other users as well.
Even if we can't outright ban him we can spread the word to others to block him. If he can't reply to anyone other than his friends he may stop, but we should keep reporting him as an option when he goes too far.

I was bullied non-stop during middle school and it sucked. I can't stand kip and I'll try to be there when you need me.
Helping mom with chemo does take time, but if kip goes too far I'll do what I can to help. You don't have to face this alone.
