Baja California is located in North America, it's a medium tier second-world country based on technology advanced, uses mostly their own weapons, Wears a sombrero just like Mexico.

Pennsylvania is a US state, since it's part of the US, so it's a first-world state based on technology advanced, it uses the US military, no hat.

Republic of Den Haag is located in South America, it's a medium tier second-world country based on technology advanced, uses weapons exported and imported by the Dutch and uses their own weapons. No hat.

Confederate States is located in North America, it's a high tier second-world country based on technology advanced, which it's one of the emerging markets. Since the end of the American Civil War, they mostly used the same weapons the US have, but they do have their own weapons. Modern Confederates almost never wear the old confederacy hat, the current Confederate Armed Forces hat mimics the current US Armed Forces hat.

Second Kingdom of Hawaii is located in Polynesia, it's a low tier second world country based on technology advanced, They mostly used their own weapons, They wear the Hawaiian flowers.

Also, asking their army uses as weapons isn't necessarily to create a countryball.
