I finally got the technique down, recently. Doesn't require anything of the pencil lines, since it is a completely separate technique. Originally, I said it depends on clean pencil lines. In fact, you can do this over anything - directly over sketchlines, if you like.
"Pump-stroke Paradox", in gallery, and a few other recent posts in scraps give up-to-date examples and explanations.

I see! Thank you very much! Though I must admit, it's definitely less clean on paper; I do a bit of tidying when I scan them, get rid of lines that wouldn't quite erase, adjust smudged shading, things like that.
