Yes. I got mine from www.3dsvideocapture.com/ almost two years ago. This Youtube video has more information: youtu.be/OU7Zn0Lk9Jg
It was expensive, costing $300 total and I paid about $20 to ship it via USPS. I had to send my 3DS to Japan and I was lucky it came back in good shape.
The capture card just displays the 3DS screens to the computer so you’ll also need a device to record the computer screen. So only buy it if you want to be a professional or you’re serious about recording 3DS gameplay. I personally would like to put mine to good use.
The cheaper way is to just record with your phone or video camera on a stand. There are videos on making decent qualities with that setup too.
