Hello there,
Sorry I took so long in answering; I was away on holidays. Well, with a contest, it is all up to the host (you, or you and a fellow partner in crime). I'll tell you what I did for mine.
I first of all decided on a theme (optional, but can grab potential entries if included), then thought about what mediums should be allowed (lit, photo etc). Looking at what should be [a] prize(s), I offered my services and asked some of my talented friends if they were willing to donate. Looked at all the things so far, and decided on a end date.
After getting the theme, medium, finish and prize-list, I opened up a word doco and put all those things in. Then I wrote what would be my rules and information in the journal entry; this could include how many entries per person, my preferred methods for entrants to contact me with entries, what would be accepted as an entry, how new a deviation must be to qualify etc. I asked my friend schmoos to look over a few things as my beta and editor, and also worked out a marking scheme for the entries to be judged on. Worked out the formatting and saved the doco.
Wait for a few days, and go back and review your contest guidelines so far. Does it cover everything? Are the prizes and time limit acceptable? Does the theme make sense? Would people be interested in entering? I then posted the journal and a news article, as well as put a link in my signature to the contest.
I found that as I went on, some people asked about things I hadn't thought of; so it was merely a matter of editing the ambiguities and letting people know the changes.
Anyway, that's roughly it in short. Let me know if anything's hazy or you would like me to elaborate on anything.
