Time mostly....

The stuff is repetitive. Im trying to improve the quality of it...but time is just being my enemy for the time.

I don't think its exactly like that.

I mean, the difference between doign something really well and really badly is how much time and concentration you put on it. I could draw an ugly-ass skull one day because I just couldn't be bothered to be the absolute focused on it. And another day I'd just spend every moment and carefully make my marks on paper, accurately trying to figure out how well it goes and voila. A massive difference.

Overtime you get experienced enough to do things well in relatively less time and achieve a greater effect. But more than practice its important to practice correctly and try to improve.
