You'd have better luck asking people for art trades, or looking for people who have "I do requests" on their profile somewhere.
Making random requests for art from someone you've never spoken to before is not likely to be well received unless it's already clear that they like taking such requests.
Best of luck in finding someone, but most artists are just generally not interested in offering up their time for no return.

that was one of the two questions, cause i was talking to a friend about possibly joining together sob. also a bunch of friends were thinking about opening a pokemon rp group, but none of us are good at making trainer/gymleader/elite four member applications! do you know someone who can help us?

Hmmm, not really. I've had a similar problem with making group templates before. The best way to go about it is to just look at a lot of other groups to get an idea of what you want it to look like, sketch out a basic layout then just abuse PhotoShop's shape and line tools until it looks right. Making templates isn't really a huge deal, most people will care more about what they get to do with their character than what the template looks like
