Can I ask you a Jervis Tetch alternate universe question?

If Jervis Tetch were declared legally sane at Akrham Asylum AFTER his first stay there and soon moved to a small town somewhere in Middle America, how different would Jervis' life be if he never lived in Gotham again and won't in the future?
Note: This scenario could take place in any DC canon. ANY DC canon.

Most likely he'd struggle to get his life together. His infamy as the Mad Hatter would follow him, causing most employers to turn him away. Chances are he'd have to keep a therapist, and be on medication. Who Jervis would meet and how he'd interact with people would vary, but he'd find he misses a few of the people he befriended in Arkham, such as Crane, Nygma, Quinzel. He'd keep in contact with them from time to time. Jervis might be lonely, being afraid to get into a relationship again due to how the last one went. He wouldn't even pursue anyone if they weren't his type. He'd have several pets, and probably go into computer programming or tech programming, something he can work on from home. He'd keep flowers and plants around, and start a collection of weird teapots he found from thrift stores.

If James Gordon NEVER trusted Batman or even worked with him in bringing down crime together in Gotham City, how much would they be successful or unsuccessful in their duties, in cleaning up Gotham City and protecting everyone, if the two weren't partners to begin with?
Note: This scenario could happen in any DC continuity. ANY DC continuity. the Earth-Two continuity, the Earth-One canon, Post-COIE canon, Post-Zero-Hour, etc.

Oof. They'd be more likely to be grudgingly ignorant of the other. Gordon, if he never liked or trusted Batman, would attempt to bring him in as a criminal himself, but wouldn't be very successful. Batman's too skilled an escape artist. Plus Batman does do his part to help stop crime, so even if Gordon hated him, he couldn't deny (or would refuse to comment on) Batman's contribution to the stopping of crime. More like a grimdark version of J.J. Jamison vs. Spider-Man; he hates the man and thinks he's a criminal himself, but can't deny that sometimes Batman does something so illegal it comes out as being a good deed.
As for Batman, he'd still try to talk to and work with Gordon on cases in the city, but would see he's getting nowhere, and stop pretty quickly. He'd do more to avoid his police forces, but not go out of his way to sabotage them, as Batman knows the good they do for the people, even if parts of the force are corrupt.
But that's just my take, idk.

If District Attorney, Harvey Dent NEVER had his face scarred, no thanks to unfortunate circumstances, and was still an ally to Batman and James Gordon, could he be a great help in cleaning up Gotham City alongside with those good men?

It didn't take long 'till I saw your Powerpuff Girls fanart and was like "OMG! It's this guys art! S/he was he one who puts so many details in his/her pieces, and colors with markers a lot. Also saw one of your Bugs Life pieces here, and... Do I rememer right or did you have more art of that? Your BL art was one of my favourites alongside with your original characters and PPG fanart.
