Well, Baldias (or Bardius if you prefer, stupid localization nuances!) kinda disappeared in to his own shadow when Sol defeated him in GG VastEdge... if he's dead, the rest of the conclave seem to think he is... even Chronus who is currently in Dr. Faust's custody.
I still don't know what Chronus' deal is, but these four individuals were members of the Apostles (Sanctus Populi)... they were followers of the "Original Man".
The "Original Man" basically invented magic as we understand it now, since he discovered the Backyard... so there's a lot that's possible because of that.
Ky Kiske killed Axus in GGXrd, and Libraria was last seen inside Justice' body, so who knows what happened to her. Β Meanwhile Maximus Ariels has her own agenda to reveal with Bedman and the Valentines.
That's about it, really. Β I don't know how that fits in to your theory, but it is possible for an apostle to "borrow magic" from other beings, since Chronus was able to connect with Justice, if only for a brief amount of time.
The "Original Man" also predicted the Dawn of Revival in 1999, so he knows about this mysterious thing called the "Universal Will" which is trying to use Justice to subjugate humanity.
