I don't know, really if this may be of any help, but when it coems to watercolours- don't start with too many colours- you need to learn how to mix them in the first place, so a set of two yellows, reds, blues, ochre, sepia, some browns-always warm and cool shade should suffice at the beginning. You won't get lost with the amount of combinations and experimenting with small number of colours will give you chance to know them all. Then you can expand your palette with pinks, violets (they are hard to mix), maybe greens (but most people don't really use pre mixed greens or blacks). Don't buy the cheapest ones. They don't have enough pigments. At the beginning 'student's' quality is enough, they are cheaper than 'artist's' (but oh boy, once you get your hands on those, it's like instant level up). I can't help you with brands, most probably you wouldn't be able to get the ones I use as they are from local manufacturer, so you need to do some research on your own. Pans versus tubes- you need to try them on your own and see what you prefer. I use pans, as they are more portable and easier to use outdoors.

About ink, again I can't help you with brands, but the only thing I could advise you is to try and try and try again, no matter how bad you are at it. It doesn't come over night. Try different nibs, more/less flexible and see what suits you more.

The most important advice is this: always buy good quality paper. It's not cheap, but it's worth it. Your art is always as good as you are, but at the same time good paper makes it easier to get what you want. It's true with every art supply in fact. At the very beginning you don't need professional quality, especially when you still don't know if it's the thing for you. Oh, and love your brushes and always take care of them and they will love you back.
