If by form you mean something like this: [link] then yeah xD It's the cheat sheet of drawing, I'd be totally lost without these guidelines.
As far as bases, I don't use them, since I can usually convey the emotion I want to convey better with a pose that I drew (you mean something like this [link] when you say base, right?)
