There is. Usually for your own comments or comments on your work. In the top right corner of the comment there's a little pencil icon. This can be used to 'hide' a comment. Hide will essentially delete the comment. You can also feature comments (which highlights the comment) as well as report comments or users if you find any misconduct.

As for getting out there on the site a great way to do so is to join groups. You can search for groups on DA by going to the 'more' option which is located next to 'submit' on the top bar. Groups can feature your work for you so others can see it. It's also a great way to find other artists. I personally love the group APN animalsplantsnature.deviantart… they are a group for animals plants and nature and they have a very active community.

Commenting on other peoples work can also help to get yourself known. Same goes for providing critiques. When you submit work you can use a check box that says something like 'allow critiques'. Users who do this will have a section under their deviations that allows specifically for critiques.

If you ever make a mistake or want to go back then both submissions and comments have an edit button where you can update your work/comment.

Another feature this site has is a premium mode. You'll see that some users have this little star next to their username like I do. That means they have 'core' membership. All it does is allow for certain features to be accessed that otherwise weren't available. Things such as profile or journal coding, live activity feeds, access to certain widgets, etc. If you find you want some extra functions it's a fun little addition to have.

I use a mix of both. I prefer the web version since you can do much more with it and the app has a fair few bugs.
But they're useful in their own ways. The app is quite easy to browse on and it compacts info nicely.

Oh also, just in case you wanted to use it there's a button called either 'notes' or 'send note' on peoples profiles. You can use it to send private messages that only that user can see. It works somewhat like an in site email system. You can also access it in your notification tab that should be up in the top right of the site.
