To make my pixels?
I use Adobe Photoshop Elements 6.0 and use the pencil tool at 1 px on a 50x50 canvas. C:

You could use MS paint also, there are tons of tutorials on how to make pixels on there. O';
I just prefer PS. :Y

Ahh, i see although I dunno how well you can do pixel art in sai. o; I don't think it can give that same "pixel" effect like MS paint or photoshop that you might be looking for. :s
