Both, actually! Unfortunatly, it is nearly impossible to combine the two since steampunk is generally situated around the Victorian era and a little into WWI.

Eh, I say go for it. I think Shakespeare would have had a lot of fun with mechanical steampowered goodies. Imagine the special effects!
And for our version we did actually set the story of Tempest in the Victorian times and made Prospero an inventor rather than a magician, and it was a steamship that crashed. But the story is remarkably like the original with only a few changes here and there.
