You've got some smoothness there trust me, try using stabilization it helps a lot when getting your lines how you want em!

I have the same problem, I find the slower the computer in general the worse this is,
I'd recommend trying to use a smaller brush size, since you get less lag that way
It might also be a program thing since I find adobe programs really slow in general,
I use Clip Studio Paint and as long as my brushes are small I get little lag
Maybe look into another program to use, if you're looking for free I recommend FireAlpaca or Krita
Both are simpler but still have all the essentials just without the slowness of adobe and are great experience if you wanna transfer
to a more expensive program in the future

If you plan on using CSP in the future then I recommend you keep using Photoshop or try Krita, the skills transfer over really well and the layouts are very similar!
