I never touched it, lol.
Ok, this may not be a proper fix, but if this only affects the hand tool, just use space instead of the hand.
As soon as you press down the space bar, you can pan/scroll around.
Or assign a pen button to pan/scroll and grab your canvas with one hand.

Dunno why your Ps crashes when you use the hand tool, though...

No, there is no default shortcut. I created one and assigned it to an express key. Sped up my workflow quite a bit^^

I know about the space bar but it isn't exactly comfortable having to reach out so far every time I need to scroll here and there while I've got both hands on my tablet X'D

The new one is a tiny part (about 2x2 centimeters) of my drawing that I will reveal soon. I changed the curves (color negative). Yeah, it is hard to see what it is cause it is too small.

Ja, Death Note hat mich auch voll inspiriert wegen den guten Zeichnungen. Dann kam "Blame!" hehe...

(Solltest unbedingt mal die Werke von Tsutomo Nihei lesen, sind echt cool -> Sehr gut gemachte Fanseite über ihn: [link] und sein bekanntester Manga: [link] Seine Zeichnungen von den Charas werden zum Ende hin besser.)
