no. That is from another artist name NIL. You can search for him at zerochan.
But from the thing I read last year, NIL already stopped drawing because his art looks to much like RJ's.

His profile has indicated that his schedule is determined a year in advance. Being in Japan and seeing personally the pace at which artists are worked here I would not be surprised if he is neck deep in projects well over a year in planning.
He has also written in his profile to write in Japanese when possible and that English queries will be significantly delayed in getting a reply.

I hope I can draw like something as good as this
