An alternative to Photoshop is Gimp, which is FREE. The downside is that it takes some time to learn how to use it.

Since that comment that I added, I've started using Manga Studio #5. I no longer use Paint Tool SAI.

Ah, SAI is good for outlining. most people use Photoshop for finishing.
I suggest you to use photoshop if you want to make a good comic.
also screentones in SAI are so limited.
