Ok so they are these bills which go through the congress (or part of the government) and they could become laws if the government passes the bills. So it says in the bills that the government can take away or shut down a whole website if they just have one thing copyrighted (or taken from something else like a quote or music in the background or something that website does not own) people think this is crazy bc it's not fair to take down a whole website if they have one quote that isn't theirs
