Im not use to drawing Shojo so this was a first.. it was pretty fun ;D sorry for the wait!

ah shoujo who doesn't love it? 
First of all it would be much much cuter to have the head rounder, especially with this kind of body proportions, also the hands look too long, compared to where her waist is.
the clothing came out great though I would suggest making more folds and wrinkles around shoulders and arm pits and making the buttons slightly bigger
About hair now, i can say and i'm sure many agree with me, that is better to have the outer shape of the hair done rather than every strike of hair. That way it would look lighted and more cute-ish (is that even a word?)
About face i totally agree with big eyes for shoujo even if many people do not. But try to thiken her eyelashes a bit rather than making only a few lines, it will give her a much more feminine and atractive look, and maybe work her some lips and defined eyebrows?

The face is really well done, as is the toning/shading job. You can definitely see the difference between lights, mids, and darks.
I have to say, though, that her body proportions are off. Her shoulders should be much wider and her torso significantly longer.

I think the drawing looks quite alright, but there are some things that can definitely be improved upon.
For instance: proportions. the head is looking quite big when compared to the torso, mostly because of all the hair and the very big eyes. I know those are a trade-mark when it comes to anime/manga-styled drawings, but I think it would look a bit better if they fit better proportion-wise. Also: her left arm (our right) looks a bit odd due to the fact that there is no elbow-joint directly present in the drawing, when there should be in such a pose.
My suggestion would be to look up references when drawing: that way you'll have a bit of help when drawing a new pose for the first time. I would also suggest looking up some tutorials on anatomy to get the proportions a bit more right.
However: you did a good job at drawing the clothes and the shading also looks quite nice.

If u dont mind that would be helpful o: although they are more for realistic, anime still has similar proportions, they're only really different on the face because the eyes are huge and the nose is usually a dot and then lips are a line xD

You captured the style really well and there is some good detailing on the eye. The shading on the top also adds a lot to the atmosphere of the image

It may be just me but I think the head and the neck are just a bit to big for the body, try broadening her shoulders just a bit. Other than that the shading and pencil work is lovely *two thumbs up*
