that's a really terrible way to carry a rifle. he wouldn't be able to walk around without it banging into his knees. it's also too far away and too awkwardly-slung to be shouldered quickly.

It's likely done to make the weapon harder to notice by those you don't want seeing it. He might also be good at hip-firing the weapon accurately, so, there's more to the character.

Well, since he's decked out in military gear and the rifle is sticking out of his coat, I'd say there's not much in the way of concealment going on here.

...and it's just a bad way to carry a rifle, period. If he wants to use it, it'll be awkward. Walking means it's going to bonk into him. It's not actually concealed. Etc.

There are much better options for this sort of thing out there, and it would behoove some artists to avail themselves of that. You can't create a convincing piece unless you know what you're trying to emulate, and knowing is half the battle. Right?

very true, the only thing I could say is that it might just be how the tac-harness came to be after recent action, and the character just hasn't re-adjusted it yet.

It's called a sing.

...and if your sling is hanging like that, it's not a very good sling. No sling lets your weapon dangle around like that unless you've purposely slung it improperly.

I've seen slings like that, they're meant for cases where you need to rapidly switch weapons (from rifle to side-arm) or to perform other tasks all without losing the weapon. Normally though, once you've finished with whatever you needed to 'drop' the weapon for, you just grab it and go back to doing what you do best.

Of course, reasons for having to switch weapons rapidly vary, such as a malfunction, or you run out of ammo and have no time to swap mags. But either way, once you're in the clear, you usually pick the weapon back up, and you're ready to fight.

The slings you're thinking of drop the weapon somewhere in front of your chest/stomach, they don't let it hang awkwardly by your side.

That is by his chest. The momentum is moving it backwards. Even if it is a bit unrealistic, cutting corners for the sake of art and showing movement is a pretty good thing.

It's a shitty sling design; period. don't talk down to me, thanks. I'm perfectly capable of doing all the talking-down-to that needs to be done around here.
