Winona Bárbara Welch (everyone calls her Barb or Barbie) was native-american special education teacher that received Jeff and Liu as a foster family and took care of them for a good while.

She specialized in that route since her son Billy was born with autism, and was interested to learn how to take care and educate children with neurodivergencies like her son and also children with other conditions. She always has been that nbh lady that offered help to everyone that needed it, and Ellie and her children weren't an exception.

As a foster parent and plus her experience, she took care of many children in vulnerability that had different neurodivergencies, conditions, disabilities, disorders, and so on. She loved Jeff and Liu and tried to understand them the best she could, even though it was way easier to her to conect with Jeff.

Billy in the other hand, was a non-verbal autistic child. He didn't had any friends because of his condition, he would connect with some of the children his mom would bring home, but wouldn't last long since they eventually had to go. Jeff and Liu were the closest thing he had as friends. Billy passed away on his birthday due to an asthma attack and didn't had his inhaler on time. It was a very traumatic experience for everyone and the beggining of almost everything.
