Use Quick Attack 30 times in battle while holding a Float Stone.

Lore
In an effort to protect their Eevee from a group of mischievous Mankeys around their town that would use Low Kick to target the Normal-type’s weakness, a trainer gave their Eevee a Float Stone and trained it up so that it learned Quick Attack. The Eevee was then able to always attack the Mankey first with Quick Attack and Low Kick became less effective on it due to its decreased weight. After the Eevee used up all its PP for Quick Attack, it evolved into Propelleon, turning the tables and gaining a complete type advantage against Mankey and all other fighting type Pokémon for that matter.

Biology
Propelleon floats around effortlessly using its propeller-like tail, fluffy wind-catching ears and mane that inflates to create increased buoyancy. Sometimes a Propelleon flying by can be mistaken for a cloud drifting in the sky.
