It's not a rip-off of GTA for fucks sake, it's WAY different. Infact if you know PAYDAY The Heist, then you would understand what PAYDAY is. PAYDAY 2 is just a sequel to PAYDAY The Heist
There's 5 different difficulties:
Normal, Hard, Very Hard, Overkill, Deathwish (required to be lv. 80+).
Every heist you complete you earn XP and Money. XP is for your reputation (maximum is 100) and there's 2 types of money. Offshore and Spending. Offshore is like 3/4 of the cash you earned while 1/4 for the Spending. For Offshore, you can buy contracts and become infamous (requirement is 200M Offshore Account till infamy 6 and above) while for Spending, you spend it by buying masks, weapons, weapon mods (although you have to find them in card drops each heist you completed), weapon slots, skills, etc.
You can get skill points by leveling up, but here's a bonus. If you level up to 10, 20, 30, 40, 50, 60, 70, 80, 90, 100. You get 2 extra skill points, and each time you level up, you unlock weapons that you can buy (so you won't stay with the garbage AMCAR and Chimano 88).
