Spock would have to lower his power level waaaaaaaay down in order to do the fusion dance with Kirk. (Vulcans are much stronger than humans, and in the DBZ universe, this would mean they have higher power levels.) Potara fusion would be easier, because the two fusing don't have to have the exact same power level.

The hell of it, is even a Potara fusion between Spock and Kirk would likely be weaker than Radiz.
