I used two default photoshop filters (i use CS5, but these should be in most older versions as well!), which i have demonstrated here on this doodle of my character, oxy <3

the faucet filter, which i generally use fairly often, provides a little bit of blending, and a little bit of pixelation! I usually keep this on a normal layer at anywhere between 90-70% opacity. it's best to use this filter if you have shrunken the image down, as I've found it doesn't make a notable difference at full size! (for my work at least)
the note paper filter provides a little bit of depth and texture to the image, generally when i use it I make the new colors white/blue or white/red and turn the opacity down a bit, i find it works best set to a multiply layer but of course this changes slightly due to the atmosphere of the piece and the preset values/hues :3
Then I placed a small gradient on top, at about 50% opacity (the original also had a slight gradient, so I didn't need much extra)
making the finished product look like this: [link]
giving it a very emotional, sorrowful look!

on a photo the faucet doesn't make a gigantic difference, although you can definitely see the pixelation and the slight blending!
I use a number of textures from outside photoshop as well, mostly watercolor/acrylic scribbles on paper, crumpled paper, cardboard, wood, free for use patterns, and some awesome free for use textures from pixiv as well! remember when using textures to only use free for use textures :3 because even textures are art that belongs to somebody!

Holy cow, I wasn't expecting this as a reply XD
But that's really awesome, maybe I'll have to try out that technique sometime o3o and no worries, I'm aware xP i wouldn't take credit for something I didn't do. And I've always wanted to try using different mediums like coffee or something, I'll have to try drawing on cardboard or something sometime xP
