Both characters were part of armies (Vaggie was an exterminator, and Lord Shen created the army of the Wolves) who were involved in an attempted genocide of a certain species (Sinners and Pandas) due to a fear that someone had (Heaven was scared that Hell overpopulating would lead to Heaven eventually being overthrown and Lord Shen was scared of his future due to a prophecy of his defeat by a black and white warrior).

After an important day, both of them were banished (Lord Shen was banished from China after his parents found out about the panda genocide and Vaggie had her wings and one of her eyes ripped out by Lute, keeping her in Hell because she spared a child sinner).

The main protagonist, who is the friendliest character of the series, tried to change them for the better when they were at their lowest point, although the results were different (Charlie was able to redeem Vaggie and they eventually became lovers while Lord Shen disagreed and continued to try to kill Po at the end of KFP2).

Both are devoted to completing their goals and are willing to do whatever it takes to achieve it (Vaggie listens to Charlie's plan of redeeming sinners and had been trying her best to help Charlie with her plan, which included making an advertisement for the hotel and preforming trust exercises with the other residents of the hotel while Lord Shen wants to make the Year of the Peacock to the point that he is willing to threaten/kill wolves with his firework cannons to achieve it).

Both are afraid of future events that resemble black and white (Vaggie is worried about exterminators going on another killing spree in 6 months, and Lord Shen is worried about the aforementioned prophecy) and both at one point had/have connections to royalty (Vaggie is dating the princess of Hell, Charlie Morningstar and Lord Shen was the son of two peacocks who ruled the city before he got exiled).

Contrasts

While both were involved in an attempted genocide of a certain species, Lord Shen had no regrets of his actions while Vaggie hesitated to kill a child sinner and spared them. While Vaggie was able to redeem herself with the help of Charlie and is currently living a happy life with Charlie in Hell, Lord Shen continued to try to kill Po, which led to his death.
