En brique rouge comme beaucoup de bâtiment dans la ville et la région de Toulouse, surnommée la "Ville Rose" et connue également pour être la capitale de la violette, cette fleur qui a beaucoup fait en faveur de l'économie de cette grande ville du sud-ouest de la France

 Every winter!  It seems modern bricks seem to let water in and when it freezes the bricks fail!

If not repaired yes!  My friend has a 30 year old house and he has had to replace all the bricks near the ground!

In England, the building stands on a reinforced concrete foundation? or not?

 Usually the foundation on a house is a concrete  45cm x 75cm  dug into the ground, and bricks on top of that!

I think industrial buildings have concrete slabs.

Foundation blocks or piles lay below the freezing depth.
here it's about 1 meter 70 centimeters.

We don't get the incredible frosts you get!  The ice only goes down a few cm here!

A lot of our roads are built so poorly they heave with the ice!
